To unlock these two steeds of legend you must:
Get Cavalry to level 10 (Max) and simply equip Cavalry. Ma Chao, Yoshimoto Imagawa, and Ieyasu Tokugawa are some of the characters that unlock the horses.

Certain conditions must be met to unlock a character's skills for use. You can see this under "Team Info."
